Easy to use Open Source VPN solution (ideally web panel)

Hey guys, As the topic suggests I'm looking for a general (possible ISO install if need be) VPN solution where I can add/remove users from a web panel. The requirement needs to be a standard protocol (i.e L2TP over IPsec or PPTP)(something that works on a range of devices). We've used the OpenVPN solution uptil now however 2 user limit unless purchasing licences isn't really for us. We want to use the protocols actually built into phones we will be using. All traffic on the devices is to go through the VPN I've looked at VPN in a flash, but actually that requires us to download apps on smartphones like OpenVPN. What do people suggest?

SoftEther is a good easy to use tool, it doesn't have a web interface but it doesn't take much to setup on gui or cli. If it is something you want to sell you could likely easily develop a simple web to CLI bridge for making a non flashy web interface to manage adding and removing users.

Brilliant thank you!. We've actually ended up managing it via the windows control panel, but thats fine. It works really well. This was easier to install than openvpn!
