Do you provide SFTP/FTPS by default in shared hosting?

Does who? It's really going to be host-specific if they offer that service or not. I would contact the host you are interested in and talk to their live support or send in a ticket/email to find out.

FTPS and SFTP are substantially different. I would hazard a (total) guess that the majority of companies do support FTPS, and that far fewer provide SFTP.
Edit: Could be wrong though, I randomly looked up HostGator and to my surprise they do just the opposite. I wonder what the reasoning is.

It's best to use SFTP, which you can do if you know the port number, unless the provider has blocked it.

Nowadays plan FTP is not recommended. Many hosts force to use sFTP or FTPS in their shared hosting for security reasons.

Most shared hosts provide FTPS (Secure FTP) by default and SFTP (FTP over SSH) upon request (if their package includes shell access)
Ask your host and confirm would be my answer

To use sFTP on cPanel server, it does not require enabling shell access. sFTP works without enabling shell access for the account.
