Backing Up Mysql File and Restore and Backup?

I have mysql on a dedicated server. Is this correct? Login into mysql server 1) run commands 2) restore dbname_2.sql Now I should have a new db caled dbname_2? Or is this wrong? I'm trying to make a forum mysql backup so that I can upgrade it. But I want to test the upgrade on a backup db first. So basically I want to backup the original db, re-up it as another name, and then on my site with a backup forum call on that backup db to see if it's working properly and what not. Changing the name of the db should create a new db once it's restore? Is this right?

The command should be: You need to create a database first: And then grant privileges as well: Once you have performed the above steps, restore the db like you plan to do
