What may be maximum resources that can be truely offered in a windows cloud hosting package to support the multi-tenancy characteristics of cloud?

Do you mean number of users, server specification (ram, cpu?) storage?

You can customize the resources as per your client's needs. I would suggest to offer customer with resource customization options.

It depends on the underlying hardware of the cloud provider. If a physical server has only 12 cores you can't provision more than that to the windows machine.
