Windows 2003 server migration

| I would like to know what is the best way to migrate a Windows hosting server with all the users, software and websites along with their data to a new server. Is there any such tool available which can assist in doing so irrespective of the server configuration of the old and the new server?

| Do you have any control panel ? With HELM control panel, there is a software to do that.

| I have Hosting Controller, but its RBX utility has lots of bugs. It does not migrate the entire thing. Only 60% of the stuff is migrated and we have to work on 40% of the stuff manually. I need some software which can help me to migrate the entire stuff on a new hardware irrespective of the hardware configuration.
