safe_mode and 777 permission

Hello,
some of our clients need to set safe_mode off for their websites or they may have a folder with 777 permission.
my server manager said we cannot set safe_mode off for a user or users should not use 777 for permissions of folders .
I want to know, what should our clients do ? some scripts like Joomla need sefe_mode off and some users need 777 to php can upload files on that folders.
what should we do ?

if your server is running suphp you do not need the 777 permission at all; and certainly not the plugins your described.

Turning on SuPHP which will make sure all the files/directories that needs 777 permissions to work on will work with 755 permissions as well. Regarding safe_mode, if it's really required for the clients script to work, you can place a php.ini file under the clients account and turn OFF safe_mode. This is possible under the SuPHP environment else you have to turn off safe_mode in .htaccess of the account.

Safe Mode is going to be gone anyways come php 6. I see no reason to not disable safe mode.
