IIS FTP

I am managing a few Windows Shared hosting servers with a few hundred websites running on a single IP in each server. Since it is a virtual hosting, there is a separate virtual directory created inside the Default FTP site for each website. I have put IP restriction in one FTP virtual directory in one server and restarted the FTP publishing service and also the IIS. I am still able to access the FTP of the website from other locations. The same when done in another server works fine where I am not able to access the FTP from other locations after putting the IP restrictions. Both the servers have IIS 6 version and Windows 2003 R2 Standard Edition. Can anybody tell me the reason for this behavior? Am I missing some setting?
