Cannot allocate memory error

| I have a VPS with cpanel installed. I get this error when I take WHM using IP/whm url.
But, my VPS doesn't have any fail count. Any idea, how to fix this one?

| Hi,
Comment the line RLimitMEM in your apache configuration file and try again.
