I suggest you try searching the cloud hosting section of WHT as this question has already been discussed several times. Cloud hosting does not mean XEN VPS.

Generally, a cloud-hosted website is opearting on multiple connected servers. Instead of limited to a single server like what we have in traditional hosting services (dedicated/shared hosting), the website now has the access to multiple servers.

In Infrastructure / IAAS - cloud servers are typically Xen powered virtual machines, which store data on external SAN and can 'move' among multiple high end servers, or failover if there are server problems.
It is an ideal combination of performance, scalability on demand, rapid deployment and high availability.

Good description only other word I would add is Flexible. Cloud environments use enabling technologies providing business solutions which are far more difficult to achieve with physical tin.

A cloud in a nutshell is pretty much taking a bunch of servers and storing your data in a centralized place such as a SAN. You then are allowed to grow as needed and add more servers / resources as needed.
Some clouds run off of Xen, however, you can run a cloud off of a variety of different technologies. Do a bit of research and see what sort of cloud would be a good fit for you.

As you can see, there is no "official" definition of Cloud Hosting. Everyone has his own definition. It is something scalable, something supposed to be more reliable than a usual hosting.
