noob questions

I have a webserver that we are hosting and have connected to our sprint service provider. We are trying to setup this webserver so that if the sprint service provider goes down the webserver can still be functioning. We have another internet line but is not hooked up to the webserver currently. What are my options in creating a dataline backup to keep the webserver up and running on the web?

The webserver is not the place to do this; buy a switch that does failover. You can technically do this on the webserver machine, but then you're only covering half the issue - what if the webserver itself dies? You need two webservers behind a load balancing router. Alternatively, you can run (or pay someone to setup) heartbeat on two linux machines and do limited failover that way too.
