I'm using WHM and wanted to know how do I setup resellers
with their own name severs? Must all of them get unique IP address for both name severs? or can I use a pair or IP address for all? how do I set it up for them using WHM

Resellers don't resell resellers.

To setup nameservers, you will need to edit their zone file to include the following:
NS IN A 123.456.789.001
NS2 IN A 123.456.789.002
Where 123.456.789.001/2 are the IP addresses of their name servers. To answer your question, yes, you do need to give each name server its own unique IP address.
As far as how to do it in WHM... you can use the option called Edit a DNS zone for the zone file, and then you'll want to reserve the IPs from one of the links in the IP functions menu.

Will all the accounts the reseller use point to their name server or can they use mine as well. Where can I get more info on Nmae servers and fimilarizing myself with WHM because cpanel.net is not a good source

If you look at the bottom of the "Add reseller" form (under all the tick boxes) you will see
Primary Nameserver:
Secondary Nameserver:
If you fill those boxes with your reseller's nameservers then all their resold accounts will use the the reseller's NS's. If you leave them blank then their resold accounts will use your NS's.
The documentation available for WHM isn't really good.
