Permissions problem with an account

This is what you get when you go to this one site on the server in your browser:
Forbidden
You don't have permission to access / on this server.
Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
This is a site in a reseller's account. The reseller had suspended it for non-payment. The account owner paid their fees, and the reseller unsuspended it. But now the site can't be reached.
I chowned and chmodded the account, but that didn't fix it. Any ideas?

The best way to tackle the case is to look at apache error logs.

The errors show a problem with zend optimizer. PHP got upgraded, but zend didn't. I have installed zend before, but I forgot how to move from screen to screen in the graphical installation interface. (I feel REAL dumb right now). Hitting enter doesn't move me to the next screen, what am I doing wrong?

set "LogLevel debug" in httpd.conf
btw, i do not think "Forbidden" error is related to Zend.
look in error_log for more info.
