I don't think a lot of people read Chinese here... Any reason you prefer alpha reseller hosting? I would advise instead to pay a little bit more and get a VPS or low cost dedicated server and sell reseller accounts from it.

The reseller account may have added bonuses to it such as end-user support, as well as the fact that it is managed. A VPS could be a great investment, but you also don't want to start off a company without a plan. If you do get a VPS and don't get accounts within the first month, will you still justify spending the extra money? If not, now you need to move your service to another provider which may decrease the quality / performance of your service. My advice is to have a plan for whatever it is you choose to do, and go from there. If you have server management and end-user support plus the extra money for the VPS, and a plan for marketing and patience, go for it. If you want to save the extra money while you are still going and scale your investments as needed, the reseller plans will work better.

Not many providers even accept alipay. Your best bet is using a provider who accepts credit cards, or something as your payment method is not that popular. Whats your budget and requirements? Aside from the locations mentioned?

Why not accept the alipay.? There are many users in China to buy foreign virtual host or server, but in China, apply for credit cards is very troublesome. Chinese Web sites now have to record, no record can not run Web site. Therefore, many Chinese consumers to buy foreign virtual host.

Alipay is not an international payment method, you cannot force foreign companies to use it just to satisfy your needs. Furthermore even if they wanted it it might not be possible if they do not have an office in China. Paypal and credit cards are the main payment methods internationally. You can also look for hosts which accept wire transfer as this can be done from Chinese banks.
